Stair lifts in Brazoria County, Texas

Brazoria County is flat Gulf Coast country. The highest point is only 342 feet, and the Brazos and San Bernard rivers, Oyster Creek, Bastrop Bayou and Chocolate Bayou all wind through it. That low, wet ground shapes how homes are built here, from Pearland and Manvel up north to Freeport and Surfside Beach on the coast.

Most houses across the county's 23 towns sit on standard slab foundations outside mapped flood zones. Near the water, though, you will find raised and pier-and-beam homes with a set of entry steps. Those steps, and the inside staircases in split-level and two-story homes, are what we look at when a family in Angleton, Lake Jackson or Alvin asks whether a stair lift makes sense.

Raised homes near the rivers and coast

The county requires new construction in mapped flood zones to be elevated. FEMA also awarded $8.9 million to raise 70 flood-prone existing homes here under a Hazard Mitigation Grant Program. Raising a house protects it from water, but it adds steps between the driveway and the front door.

For those homes, an outdoor stair lift on the entry steps is often the first thing to consider. If someone uses a wheelchair, a platform lift may fit better than a seat, since the person stays in the chair. Outdoor units here should be rated for heavy rain and storm season, because the 2016 Brazos River flooding showed how hard this landscape can be on anything left outside.

Slab, split-level and two-story homes inland

Away from the waterways, most housing is single-family homes on slab construction, plus townhouses, split-level homes and low-rise buildings. A straight staircase with no landing usually takes a straight stair lift, which is the simplest install and the quickest to measure.

Split-level homes and townhouses often have short runs with a turn or landing. Those may need a curved rail built to the exact shape of the stairs, or two separate straight lifts. We measure every step before recommending either one.

Renters and walk-up apartments

About 71.4% of households in the county own their home, which leaves a real share of people renting, including in walk-up apartments. A renter needs the landlord's written permission before any lift is mounted to the stairs.

In shared stairwells, a lift may not be practical at all. It is worth talking with the property owner early, before anyone spends money on equipment.

Who in the county is planning ahead

For many of those families, the stairs become a problem after a fall, a surgery or a new diagnosis. Planning before that point gives you time to compare options and check programs.

Veterans should know that the main VA home-alteration grant does not pay for stair glides, so it helps to sort out funding first. The county Veterans Service office in Angleton, at 237 E. Locust St., Room 105, can be reached at (979) 864-1289.

Paying for a stair lift in Brazoria County

No single program here pays for stair lifts outright, and two of the main ones say plainly that they do not. The STAR+PLUS HCBS minor home modifications benefit and the VA HISA grant both leave stair lifts off their lists, though they can help with ramps, grab bars and other changes.

Other programs do not mention stair lifts either way, so it is worth calling to ask. These include the VA SAH and SHA grants, USDA Section 504 repair loans and grants for rural homeowners, the Houston-Galveston Area Council Area Agency on Aging, and the Brazoria County Center for Independent Living in Angleton. Statewide, you can also ask about the Amy Young Barrier Removal Program (AYBR) and the Community Living Assistance and Support Services (CLASS) Waiver. Details for each local program are listed below.

Questions from Brazoria County

Does Texas Medicaid pay for a stair lift through STAR+PLUS?

No. The STAR+PLUS HCBS minor home modifications list covers items like wheelchair ramps, grab bars, door widening and bathroom changes, but not stair lifts. The member helpline is (800) 964-2777.

Will the VA pay for a stair lift for a veteran in Brazoria County?

The HISA grant specifically excludes stair glides. The SAH and SHA grants do not list stair lifts by name, so a veteran with a qualifying severe disability should ask directly. The county Veterans Service office in Angleton is at (979) 864-1289.

Our house was raised after flooding. Can we put a lift on the front steps?

Often, yes. Raised and pier-and-beam homes near the rivers and coast usually need an outdoor stair lift, or a platform lift if a wheelchair is involved. We measure the steps and the landing space at the door before recommending one.

Is there help for someone age 60 or older who just needs advice?

The Houston-Galveston Area Agency on Aging gives priority to people 60 and older in Brazoria County. Call (800) 437-7396, or the Houston office at (832) 681-2600, for benefits counseling and referrals.

We live in a rural part of the county. Is there a loan for home changes?

USDA Section 504 offers loans up to $40,000 at 1% interest, and grants up to $10,000 for homeowners 62 and older, in eligible rural areas with very low incomes. Stair lifts are not named, so ask the Texas state office at (254) 742-9700.

I rent in a walk-up apartment. Can I get a stair lift?

Only with the landlord's written permission, and shared stairwells can make it impractical. The Brazoria County Center for Independent Living at (979) 849-7060 can help you think through other options.
