Doña Ana County stretches across roughly 3,808 square miles of Chihuahuan Desert, with the Rio Grande cutting north to south through the Mesilla Valley and the Organ Mountains along the eastern edge. Homes here range from Las Cruces neighborhoods and University Park to farm towns like Hatch and Rincon and border communities such as Sunland Park, Chaparral, Anthony and Santa Teresa.
That spread matters when a parent starts struggling with steps. A townhouse in Las Cruces, a walk-up apartment, and an informally built home in a rural subdivision each call for a different stair lift plan. This page walks through what fits the homes in the county's 27 towns and which programs may help with the cost.
Much of the county's housing is single-family homes and ranch-style homes, along with townhouses, walk-up apartments and low-rise buildings. Many ranch-style homes have few or no indoor stairs, so the trouble spot is often the entry steps or a back porch rather than a staircase inside.
Townhouses usually have a full interior flight. A straight run is the simplest install, while a staircase with a landing or turn needs a curved rail built to fit. Walk-up apartments and low-rise buildings bring shared stairways, so the building owner has to approve any work in common areas.
Outside Las Cruces, a lot of homes sit in unincorporated colonias and rural subdivisions. Before 1990, New Mexico law let landowners split property into small parcels without formal subdivision review, and many homes were built informally as a result.
For a stair lift, that can mean steps of uneven height, walls or framing that are not standard, and electrical service that needs checking. A rail mounts to the stair treads, so we look closely at the steps themselves during the assessment. In some homes an outdoor lift or a platform lift at the entry makes more sense than an indoor unit.
About 77.5% of residents live in urban areas, and the rest live in desert and irrigated-valley terrain from Radium Springs down to La Union. Outdoor stair lifts for porch or entry steps need weather-rated parts and a cover to stand up to sun and dust.
Homes in the Mesilla Valley sit in or near the Rio Grande floodplain. That affects more than installation: one of the home repair loans listed below does not accept homes in floodplains, so check your property's status early.
About 15.9% of county residents are 65 or older, and 63.3% of households own their homes. Owners can install a permanent rail without asking a landlord, which keeps the process simpler.
Several of the funding options below are veteran programs, though not every one pays for a stair lift.
Be clear on one point first. The VA Home Improvements and Structural Alterations (HISA) Grant specifically excludes stair glides, so it will not pay for a stair lift, though it can cover other access work like entrance ramps and roll-in showers.
None of the other programs listed here name stair lifts on their source pages. Medicaid's community benefit, Veteran-Directed Care, and the VA's SAH and SHA grants cover home safety changes or adaptations more broadly, so ask each one directly. Two local home repair programs are currently closed to new applications, which is worth knowing before you spend time on paperwork.

Call (800) 283-4465, and note that people not on Medicaid can join the Central Registry waiting list through ALTSD.
A self-directed program for veterans at risk of nursing-home placement, covering services such as assistive technology and environmental support; stair lifts and home modifications are not named. Referral starts at the VA Medical Center serving Las Cruces, or call (800) 432-2080.
A lifetime grant of $6,800 or $2,000 depending on disability rating, for access work like ramps and roll-in showers; stair glides are excluded, so it does not cover stair lifts. Call (575) 522-1241.

Up to $25,350 for FY2026 for adaptations to a home owned by the veteran or a family member, usable up to 6 times; stair lifts are not listed. Call (575) 522-1241.
A home repair and modification program for older adults that has not accepted applications since 02/01/2024 because it reached service capacity; stair lifts are not listed. Call (866) 699-4927 to confirm Doña Ana County coverage and any reopening.
A 0% interest, deferred forgivable loan for structural, safety and mechanical repairs for owners at or below 80% of Area Median Income, but Doña Ana County has a 5+ year waiting list and is not accepting applications; stair lifts are not listed. Call (575) 546-4181.

No. The HISA grant page lists stair glides among excluded items. It can help with entrances, ramped paths, roll-in showers and similar work.
Often the issue is the entry steps or a porch. An outdoor stair lift or a platform lift at the entrance may fit better than an indoor unit.
Usually, but we check the steps, framing and electrical first. Homes built without formal subdivision review can have uneven steps or nonstandard construction that affects the rail.
Both local repair programs are closed for now. The PSA 4 Senior Home Repair and Modification Program reached capacity as of 02/01/2024, and the MFA Home Rehabilitation Program has a 5+ year waiting list in Doña Ana County.
The New Mexico Department of Veterans Services Las Cruces Field Office is at 2024 E. Griggs Ave. Call (505) 361-5298.
It can. The MFA Home Rehabilitation Program does not accept homes in floodplains.
Tell us about the stairs in your home and we will explain which lift fits, what it costs and how installation works.
