Victoria County covers five communities: Victoria, Inez, Quail Creek, Bloomington and Placedo. Much of the housing in the city of Victoria comes from mid-to-late 20th century suburban building, while the older historic core near the 1892 Victoria County Courthouse still has two-story and raised-foundation homes. Those two kinds of houses call for very different stair solutions.
The land itself is mostly flat to slightly rolling coastal plain, about 30 miles inland from the Gulf of Mexico at roughly 95 feet elevation. Flat ground does not mean a home has no stairs, though. Raised foundations, split levels and second floors are where most people here run into trouble, and that is where a stair lift can help.
Single-family homes, townhouses, row houses, walk-up apartments and split-level homes all show up across the county. A townhouse or two-story house with one straight run of stairs is usually the simplest fit, since a straight stair lift rides a rail mounted to the steps.
Split-level homes are different. They often have short flights between levels, and a staircase that turns or has a landing needs a curved rail built to that staircase. Older two-story homes in the historic core near downtown can also have turns or narrow stairways that we measure carefully before recommending anything.
Walk-up apartments raise a separate question about who owns the stairs. If the stairway is shared, the building owner has to be part of the conversation before any rail goes in.
Raised-foundation homes often put the hardest climb outside, at the front or back entry. An outdoor stair lift or a platform lift can handle those steps, and a platform lift is the option to look at when someone uses a wheelchair.
The county's expansive, smectite-rich clay soils are known locally as a foundation challenge. That matters for any work that ties into the ground or the structure, including entry steps, ramps and platform lifts, so we look at the condition of the steps and the footing before planning an outdoor install.
Winters here are mild and snow is rare, so ice on outdoor equipment is seldom the worry it is up north. The bigger concern is summer heat, which regularly goes over 100°F, along with humidity. Heat can keep a person with limited mobility from leaving the house at all, which is a good reason to make the entry as quick and easy to use as possible.
Victoria County has a population of 71,428, and 15.4% of residents are 65 or older. About 62.5% of households own their homes, which matters because several funding programs below are open only to homeowners who live in the house.
If a veteran lives in the home, it is worth calling the Veteran Services Office in Victoria at (361) 582-5810 early, because VA rules on stair lifts are specific and are covered in the funding section.
Be ready for this: none of the local or state programs we found names stair lifts as a covered item. Most of them focus on wheelchair ramps, grab bars and similar changes. The VA's HISA grant goes further and lists stair glides as excluded.
That does not mean there is nothing to try. STAR+PLUS HCBS covers home modifications on an individual service plan, USDA Section 504 loans fund repairs and accessibility work for rural homeowners, and the VA SAH and SHA grants cover home adaptations for severe service-connected disabilities. Ask each program directly whether a stair lift can be part of your plan.
Other statewide programs you may hear about include the Amy Young Barrier Removal Program (AYBR) and the Community Living Assistance and Support Services (CLASS) Waiver. For a local starting point, the Golden Crescent AAA at 120 S. Main St., Suite 100, Victoria, can be reached at (361) 578-1587.
A City of Victoria program funded through HUD Community Development Block Grant money and run with Golden Crescent Habitat for Humanity that installs ADA-compliant aluminum wheelchair ramps for income-qualified homeowners inside city limits. Stair lifts are not mentioned as covered; call (361) 573-2511.
An information and referral office for older adults and adults with disabilities in Victoria and six neighboring counties, not a source of direct grants. Stair lifts are not listed as a service, but it is a useful first call at (361) 578-1587.
Federal loans up to $40,000 at 1% fixed interest, and grants up to $10,000 for homeowners 62 and older, for very-low-income households in rural parts of the county outside the City of Victoria. The source names ramps, grab bars and walk-in tubs but does not mention stair lifts.
A lifetime VA grant of up to $6,800 or $2,000, depending on disability status, for medically necessary changes to a veteran's home. Stair glides and porch lifts are explicitly excluded; call (800) 799-4889.
VA grants of up to $126,526 (SAH) or $25,350 (SHA) for veterans with specific severe service-connected disabilities to buy, build or adapt a home. Ramps and wider doorways are given as examples, but stair lifts are not named.
A Medicaid program for Texans 65 and older or adults with a qualifying disability who need nursing-facility level of care, with home modifications such as grab bars and wheelchair ramps set by each member's service plan. Stair lifts are not named, there is a long statewide interest list, and the number is (877) 438-5658.
A statewide volunteer nonprofit that builds wheelchair ramps and lists Victoria County in its service area. It does not mention stair lifts; call (214) 558-0339 or use its Request A Ramp intake.

Not through the HISA grant, which lists stair glides as excluded. The SAH and SHA grants cover home adaptations for severe service-connected disabilities but do not name stair lifts, so ask the Veteran Services Office at (361) 582-5810 whether one could qualify.
The program page confirms ADA wheelchair ramp installation only and does not mention stair lifts. It is limited to owner-occupied single-family homes inside Victoria city limits, with household income at or below 80% of area median income and no delinquent property taxes.
USDA Section 504 serves eligible rural areas, which applies to unincorporated and rural parts of the county outside the City of Victoria. Household income must be at or below 50% of area median income, and grants are for homeowners 62 and older who cannot afford a loan.
An outdoor stair lift or a platform lift can handle entry steps on a raised-foundation home. Because of the county's expansive clay soils, we check the condition of the steps and footing first.
Often, yes. Short straight flights can take a straight rail, while stairs with turns or landings need a curved rail made for that staircase.
STAR+PLUS HCBS covers adults with a qualifying disability who need nursing-facility level of care, not only people 65 and older. There is a lengthy statewide interest list, so call (877) 438-5658 early.
Tell us about the stairs in your home and we will explain which lift fits, what it costs and how installation works.
