Saluda County has four towns: Saluda, Ridge Spring, Ward and Monetta. The rest is open Piedmont country in the Saluda River basin, running up to Lake Murray. Per the 2020 census, 98.6% of residents lived in rural areas, so most homes here sit on their own lots, often well off the main road.
The county was formed in 1895 from Edgefield County, and its houses show that history. Aging farmhouses stand alongside mid-century single-family homes, ranch-style homes and split-level homes. Many have steps at the front door, a second level inside, or both, and that combination is what we look at first when a family calls about a stair lift.
Older farmhouses often have a straight, narrow staircase to the upstairs bedrooms. A straight stair lift is usually the simplest fit for that layout, as long as the stairs are sound and there is room at the top and bottom to get on and off safely.
Split-level homes are different. They tend to have short runs of a few steps between levels, sometimes with a turn. Depending on the layout, that can call for a curved lift that follows the turn, or a separate straight lift on each short run.
Ranch-style homes may have everything on one floor, but many still have steps at the entry or down to a basement. For those, the question is usually about getting in and out of the house rather than going upstairs.
Out in the county, a lot of homes have porch steps or a raised entry. An outdoor stair lift is built to handle weather and can run along exterior steps the way an indoor unit runs along a staircase.
When the person uses a wheelchair, a seat lift may not be the right answer at all. A platform lift carries the chair itself and is often considered for porches where a ramp would be too long for the yard.
We measure the steps, the landing and the ground at the bottom before recommending any of these. Uneven ground around a farmhouse porch matters as much as the steps themselves.
The 2020 census counted 18,862 residents with a median age of 44.6, and 22.3% were 65 or older. That is a large share of older homeowners living in houses with stairs.
Because the county has no large cities, many home-modification and Medicaid-waiver services are run out of regional hubs in Greenwood, Newberry, Aiken or Columbia. The Upper Savannah AAA office is at 430 Helix Road in Greenwood, (864) 941-8069. Veterans can start closer to home with the Saluda County Veteran Affairs Officer at 108 South Rudolph Street in Saluda, (864) 445-4500.
Most families here look at public and nonprofit programs before paying out of pocket. The clearest option on the list below is the SC Medicaid Community Choices Waiver, whose environmental modifications benefit is described as including stair lifts for multi-level homes, up to a $7,500 lifetime cap.
Other programs, such as the Upper Savannah aging services, USDA Section 504 repair help and the VA housing grants, do not name stair lifts. They may still be worth a call, because some fund home safety, accessibility or repairs more broadly. The VA HISA grant is the one to set aside for this purpose, since it excludes stair glides by name.
Each program has its own rules on age, income and medical need. The summaries below list who to call where a phone number is available.
A Medicaid waiver for people 65 and older, or adults 18-64 with physical disabilities who meet Nursing Facility Level of Care, with environmental modifications described as including stair lifts up to a $7,500 lifetime cap. Work must be pre-approved by a Community Long Term Care case manager, so confirm current coverage with one before relying on it.

Repair loans up to $40,000 at 1% over 20 years, and grants up to $10,000 for very-low-income owners age 62+ to remove health and safety hazards; stair lifts are not named as an eligible use. Call (803) 881-7080 to ask whether an accessibility need qualifies.
A lifetime benefit of $6,800 or $2,000, depending on disability status, for structural home changes with a documented medical need. It does not cover stair lifts, which it lists as removable equipment under the term stair glides.
Up to $126,526 (FY2026 maximum) for veterans with qualifying severe service-connected disabilities to buy, build or modify a permanent home. Stair lifts are not named as covered or excluded.
Up to $25,350 (FY2026 maximum) for veterans or qualifying family members whose service-connected disability does not meet full SAH criteria. Stair lifts are not named as covered or excluded.

Possibly, through the SC Medicaid Community Choices Waiver. Its environmental modifications benefit is described as including stair lifts for multi-level homes, up to a $7,500 lifetime cap. The 2026 income limit is $2,982 a month, the asset limit is $2,000 single or $4,000 for a couple, and a Community Long Term Care case manager must approve the work first.
The Community Choices Waiver also covers adults 18-64 with physical disabilities who meet Nursing Facility Level of Care. The aging programs through Upper Savannah start at age 60, and Able South Carolina serves people with disabilities in Saluda County.
The VA HISA grant does not; it excludes stair glides as removable equipment. The SAH and SHA grants do not name stair lifts either way. The Saluda County Veteran Affairs Officer at (864) 445-4500 can help with VA paperwork.
Upper Savannah AAA, at 430 Helix Road in Greenwood. The office line is (864) 941-8069, and the supportive services line is (864) 941-8075.
USDA Section 504 serves very-low-income homeowners in eligible rural areas, and Saluda County is predominantly rural. Stair lifts are not named as an eligible use, so call (803) 881-7080 and ask whether your situation counts as a health or safety hazard.
Often not. For entry steps, an outdoor stair lift or, for wheelchair users, a platform lift is usually what we look at. We measure the steps and the ground around the porch before recommending one.
Tell us about the stairs in your home and we will explain which lift fits, what it costs and how installation works.
