Clay County covers about 605 square miles of hilly Piedmont Upland in east-central Alabama, with the Talladega National Forest along its western side and Hatchett Creek, Ketchepedrakee Creek and Little Hillabee Creek running through it. Its five towns, Lineville, Ashland, Hollins, Millerville and Delta, sit among older, low-density homes built on sloped lots.
That ground shapes the houses. Many rural homes here have raised entries, exterior steps or split-level and multi-story layouts, so the stairs a person struggles with may be on the porch as often as inside. This page walks through what that means for a stair lift and where Clay County families can look for help paying for one.
On sloped Piedmont land, a front door often sits several steps above the yard. If those exterior steps are the hard part, an outdoor stair lift built for weather exposure is usually the first thing we look at.
Split-level homes bring a different problem: short runs of stairs between levels, sometimes with a turn or landing. A straight run takes a straight rail, which is the simplest install. Stairs that turn or have a landing need a curved rail made to fit that staircase.
Most of the county's housing is older single-family and detached houses, the kind longtime residents have lived in for decades rather than new subdivision construction. These homes can usually take a stair lift without remodeling, since the rail mounts to the stair treads, not the wall.
Walk-up apartments and low-rise buildings also show up in Clay County. In a shared stairwell, the building owner generally needs to agree before anything is installed, so it helps to ask early.
About 22.1% of Clay County residents are 65 or older, and 68.7% of households own their homes. For an owner who wants to stay put, a lift on the stairs is often the change that makes the rest of the house usable again.
Some VA grants apply to home changes, though not all of them cover stair lifts, as explained below.
Money is a real question here. The county's poverty rate is 17.6%, and women aged 65 to 74 are among the groups most affected, which makes paying out of pocket hard for many households.
The clearest stair lift coverage is through Alabama Medicaid waivers. The SAIL Waiver names stair lifts among its home modifications, and Environmental Accessibility Adaptation services under certain other waivers list them too. The E&D Waiver covers home modifications in general but does not name stair lifts, so confirm with Alabama Medicaid.
For veterans, the HISA grant explicitly excludes stair glides, and the SAH and SHA grants do not list stair lifts. The Clay County Veterans Service Office at 41771 Hwy 77 North, Suite 1, Ashland, (256) 252-8509, can help sort out which VA benefits apply.
A good first call is the Area Agency on Aging of East Alabama at (800) 243-5463, which serves as the referral point for the statewide waivers. The regional office, East Alabama Regional Planning & Development Commission/AAA, is at 1130 Quintard Ave., Suite 300, Anniston, (256) 237-6741.
The Ashland Senior Center, 45 2nd Ave. N., can be reached at 256-354-3229. The Lineville Senior Center, 60169 Hwy 49 N., is at 256-396-2581.
If getting to appointments is part of the problem, Clay County Demand Response transportation is at 256-354-7888, and Medicaid Non-Emergency Transportation is at 256-549-7702.
A Medicaid waiver for Alabama residents 65 and older, or younger if disabled, who need a nursing-facility level of care; it lists home modifications as a service but does not name stair lifts. Ask about current covered services through (877) 425-2243.
A waiver for older adults and people with disabilities at risk of nursing home placement whose Environmental Accessibility Adaptations specifically include stair lifts. No phone is listed for this program, so contact Alabama Medicaid or the East Alabama Area Agency on Aging referral network.
Home modification services for enrolled participants of certain Alabama Medicaid waivers, explicitly including stair lifts, transfer equipment and handrails; the LAH and ID Waivers are limited to people with an intellectual-disability diagnosis. Call Alabama Medicaid at (334) 242-5000 to confirm eligibility.
The regional information, referral and case-management office for older adults and adults with disabilities in Clay and nine neighboring counties; it lists no stair lift program of its own but refers people to statewide waivers. Call (800) 243-5463.
A VA grant of up to $6,800 or $2,000 over a lifetime for medically justified home changes such as permanent ramps and roll-in showers. Stair glides are explicitly excluded, so it will not pay for a stair lift.
Larger VA grants, up to $126,526 for SAH and $25,350 for SHA in FY2026, for veterans with certain severe service-connected disabilities; stair lifts are not listed among covered changes. Apply through va.gov or VA Form 26-4555.

Some waivers do. The SAIL Waiver and the Environmental Accessibility Adaptation services under certain Alabama Medicaid waivers both name stair lifts. Coverage depends on being enrolled and on an individual plan of care, so confirm with Alabama Medicaid at (334) 242-5000.
The HISA grant explicitly excludes stair glides. The SAH and SHA grants do not list stair lifts among covered changes. The Clay County Veterans Service Office in Ashland, (256) 252-8509, can review what other VA benefits might apply.
Yes, possibly. The E&D Waiver accepts people younger than 65 if they are disabled and need a nursing-facility level of care, and the SAIL Waiver serves persons with disabilities as well as older adults.
Not usually. Per the 2026 limits, home equity is exempt up to $1,130,000 if you live there or plan to return. The other limits are income up to $2,982 a month and assets of $2,000 for a single applicant.
Many Clay County homes on sloped lots have raised entries and exterior stairs, and outdoor stair lifts are made for that situation. We check the steps, the slope and the landing at a home visit before recommending one.
